The Failure of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of contrasting events captured the grim essence of the recent timeframe. By day, political struggles are fought: hopeful statements are released from multiple capitals. Considerable effort is expended on restraining specific proposals. By night, Moscow clearly shows the world that, for them, war remains the key method for achieving "settlement".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from Russian territory, a capacity afforded by timely intelligence. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats flew past – modern combat jets delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems activated: several firings fired to intercept a Russian ballistic missile. This was a modern interception technology at work, presumably provided by partner states. Every launch shakes the surroundings, causing tremors. The moment of terror quickly becomes resigned acknowledgment: possibly the incoming missile won't cause damage this time, protecting urban areas from ruin and further power outages.

Continuous Dangers

Not long after, a automatic firearm engaged a drone in the vicinity, part of a defensive team – almost certainly imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and utility failures in numerous residences as a result of the night's assault. As always, everyone still continued their routines – living the war. But those full day illustrated Ukraine's essential dependence on external assistance – a reliance that European nations are clearly incapable to replace in the short term.

Unsuccessful Negotiations

The detailed framework from Washington generated strong feelings, debate and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new proposal from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually win the battle. This cycle will, no doubt, continue.

Strategic Calculations

It is tempting to accuse particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration works based on a principle familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government assumes that it is unfeasible to compel Moscow to relinquish the areas that it presently holds in Ukraine's south or east.

The issue is that while acknowledging this situation, US leadership does nothing to discourage Russia, through statements or actions, from thinking that the situation will not change more in its advantage in the near future.

Opposing Positions

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but averting a total frontline collapse until situations evolve in its benefit.

Current Realities

Realistically, there are no real preconditions for a truce. Now, personal considerations are entering the equation: political desires to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their attention does not shift toward domestic problems. And although their mission will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a mere seven days to eliminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.

While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
